What is my outgoing and incoming server information using yahoo as my email provider?

I have been trying to contact The New Yorker Magazine using their e-mail system. The system asks me for information on my outgoing (SMTP) and incoming (POP3) servers. Using information supplied by a response to my initial query in Yahoo Answers, I received the following error message:

The message could not be sent. The authentication setting might not be correct for your outgoing e-mail [SMTP] server. For help solving this problem, go to Help, search for “Troubleshoot Windows Mail”, and read the “I’m having problems sending e-mail” section. If you need help determining the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was ‘writer_08816@yahoo.com’. How can you access websites blocked by your ISP provider? Im on DSL connection. How does proxy server work?

Our ISP blocks many website they see as unsuitable for public viewing. How do I access these websites?I can’t even access any website that discusses information on how to set up proxy server properly (ie Anonymizer,proxy.org, etc)
