Does a Citrix Server require a Windows Server for installation or is a competitor to Windows meaning it is its own OS and can be installed independently?

I have a user who’s running a Uniprint Server and it allows Windows Terminal Server or Citrix Server. I understand that as you can use one or the other but I want clarification.
