Is there any tool for restricting the USB and CDROM access for the users in our network?

We have around 50 machines and we need to block the USB and CDROM access to the users alone. The administrators can access it, thats no problem. I’m searching for a tool. We’re using windows 2003 server.
Any information would be valuable. Thank you.
