I’m trying to send a picture from my computer to an agency, windows wants to know server info, POP3 or IMAP. I can’t figure it out.

Yahoo mail support pop3, but this is only available with the Yahoo mail plus service, which costs some 20USD per year.
(to subscribe to yahoo mail plus log in to mail.yahoo.com and then choose “options”->”Yahoo Mail Plus”)
however – you don’t need that to send a photo, if this is a small photo (I think the current limitation is 10Mb), use the yahoo mail attachments.
If this is a large photo, or you wish to put it public in the internet, yahoo provides a free service to do that. simply log in to http://www.flickr.com/ – use your yahoo login, and now upload the photo and send it.
