We are using windows small business server 2003 with windows server 2003 as part of the same domain. How can I connect to a user’s account as an administrator?
I can connect to a users account by changing their password but I would like to connect to their account with 1) not changing the password and 2) log in as an administrator so the GPO does not take effect on that account.

You don’t. SECURITY. If you could, you could “frame” someone for sending out e-mails of an offensive nature or steal company information. It doesn’t matter that you say you would never do such things – SBS is based on Server 2003 and large companies need this kind of security. Change the users passwords or if you need to test something without the GPO applying, then create a test user.
