I am hosting a Windows 2003 Server website from my home. I do not wish to develop on that particular machine. I want to develop separately and then upload to the server. What tools do you use?

Well the most common is “Remote Desktop” (RDP). It’s provided by Microsoft and most easiest to setup. Also port 3389 is a relatively safe port for interactive remote access. Third party remote access tools I like to use are “Log me in”, VNC, and Team Viewer. They are free and just as efficien.
Use Dameware, this is the best from all in speed, if properly configured.

After download just run Dameware Mini Remote Control exe.
Enter IPAddress, username, password of the machine, it will connect
you to the remote machine within seconds.
You can set the speed or other options from View->Default Host Properties.
For speed: Set the compression level to maximum, scan blocks to 30, delay to 10 milliseconds, and check the slow link optimization checkbox. You will really be amazed to see its performance.
I have used LogMein, RDP, RAC, Ultra VNC but this is the best.
